Working Together on the Issues That Shape Loudoun Communities
LCHCA brings homeowner and condominium association leaders together to address shared challenges, exchange practical knowledge, and engage constructively with public officials and other stakeholders.
Some initiatives address urgent countywide issues; others strengthen LCHCA’s ability to serve member communities over time.

Loudoun County’s continued growth requires thoughtful, transparent planning for the electrical infrastructure needed to support homes, businesses, public facilities, and emerging industries.
LCHCA participates in the County’s Electrical Infrastructure Working Group alongside County officials, Dominion Energy, NOVEC, data center industry representatives, technical experts, and community representatives.
The work is currently organized around three focused areas:
- Infrastructure and grid planning
- Substation design considerations
- Public communications and community engagement
LCHCA’s role is to help ensure that community perspectives are included early, technical information is communicated clearly, and future recommendations balance infrastructure needs with quality-of-life considerations.

L.O.R.—the LCHCA Organizational Repository—is the next evolution of that founding vision.

Longstanding Areas of Engagement
Zoning & Land Use
County Government Engagement
LCHCA has participated in County planning and zoning discussions since its founding, including the Zoning Ordinance Rewrite and other land-use matters affecting residential communities.
The coalition helps communicate the downstream effects that zoning, development, parking, and infrastructure decisions can have on homeowner and condominium associations.

LCHCA works to maintain constructive relationships with the Board of Supervisors, County staff, advisory committees, and other public bodies.
Early coalition discussions emphasized representation across election districts, proactive outreach, and ensuring that HOA perspectives are considered before decisions are finalized.
HOA Governance & Best Practices
The coalition provides a forum where experienced and newer community leaders can learn from one another.
Topics have included contractors, community operations, trails, sidewalks, private infrastructure, bond release, property use, vendor costs, and navigating County systems.

LCHCA has previously been invited to participate as a stakeholder in County Parks and Recreation work, and Loudoun County Public Schools reached out to discuss school congestion and coordination with HOA communities.

The coalition’s early discussions emphasized selective, precise, consensus-based engagement rather than taking positions on every issue.
How Initiatives Begin

LCHCA initiatives often begin when member communities identify a common issue.
Depending on the need, the coalition may:
- Host a speaker or educational session
- Facilitate discussion among members
- Form an ad hoc working group
- Gather community experiences or data
- Engage County staff or elected officials
- Participate in a formal stakeholder process
- Share resources and recommendations
This flexible model allows LCHCA to respond to emerging challenges without creating unnecessary bureaucracy.
That flexibility was part of the coalition’s original design: members favored an informal organization supported by communication, shared information, and topic-specific collaboration.
