Bringing Communities Together

The Loudoun Coalition of Homeowner and Condominium Associations (LCHCA) is a nonprofit, nonpartisan coalition representing homeowner and condominium associations throughout Loudoun County, Virginia.


More than 60 percent of Loudoun County residents live in homeowner or condominium associations—collectively known as Common Interest Communities. These neighborhoods play an essential role in the daily lives of residents, yet many of the challenges they face extend beyond the boundaries of any single community.


LCHCA was founded on the belief that communities are stronger when they work together.


Today, the Coalition serves as a trusted forum where community leaders collaborate, exchange knowledge, share best practices, and engage constructively with local government and other stakeholders on issues affecting neighborhoods and the quality of life throughout Loudoun County.

Our Mission

LCHCA is dedicated to enhancing the quality of life within residential communities throughout Loudoun County by:


  • Connecting homeowner and condominium associations across the County.
  • Facilitating communication and the exchange of knowledge and best practices.
  • Supporting collaboration among community leaders.
  • Providing a constructive resource for County government on issues affecting residential communities.
  • Encouraging informed participation in planning and policy discussions that impact homeowners and residents.

Our Story

The Loudoun Coalition of Homeowner and Condominium Associations was established in 2019 after HOA leaders recognized that while individual communities often faced similar challenges, there was no unified organization through which they could collaborate or represent their collective interests.


Founding members envisioned an organization that would do more than advocate. They wanted a place where community leaders could learn from one another, share experiences, develop best practices, and build productive relationships with County officials.


Early participation in Loudoun County's Comprehensive Plan and Zoning Ordinance Review demonstrated the value of that approach. For the first time, homeowner and condominium associations had an organized forum through which their perspectives could be considered during County planning efforts.


Since then, LCHCA has continued to grow as a collaborative resource for communities across Loudoun County.

What We Do

How We Work

LCHCA believes that better decisions are made when communities, public officials, utilities, industry representatives, and other stakeholders engage in respectful, informed dialogue.


Our work includes:


  • Quarterly membership meetings featuring educational presentations and discussion.
  • Collaboration among HOA and condominium board members through the LCHCA Google Groups network.
  • Working groups focused on emerging community issues.
  • Participation in County advisory committees and stakeholder initiatives.
  • Sharing resources, best practices, and institutional knowledge among member communities.

Making an Impact

Since its founding, LCHCA has helped establish homeowner and condominium associations as an important stakeholder in Loudoun County.


Highlights include:


  • Participating in the County's Comprehensive Plan and Zoning Ordinance Review.
  • Receiving permanent representation on the Zoning Ordinance Committee.
  • Serving as a stakeholder in County Parks & Recreation initiatives.
  • Building collaborative relationships with the Loudoun County Board of Supervisors and County staff.
  • Participating in the Electrical Infrastructure Working Group, helping strengthen communication among County leadership, utilities, industry representatives, and residential communities as Loudoun plans for future infrastructure needs.


As the Coalition has grown, so has its role as a trusted resource for collaboration and community engagement.

Join a Growing Network

Membership is open to homeowner and condominium associations throughout Loudoun County. When an association joins LCHCA, it may designate one or more board members (or another resident representative) to participate on behalf of the community.

Members gain access to:

  • Educational meetings and presentations. 
  • The LCHCA Google Groups discussion forum. 
  • Resources and best practices shared by member communities. 
  • Opportunities to collaborate on issues affecting neighborhoods throughout Loudoun County. 
  • County updates and information relevant to homeowner and condominium associations.
